Also I'm pretty sure the land belongs to the Road Traffic Authority (RTA), one of the most powerful organization in New South Wales, so Council's hands may be tied. The lot was used as construction site for the Eastern Distributor by the RTA and has been vacant evert since.

That's true of too many councils, unfortunately. Though to be fair, the City of Sydney has proven to be quite receptive in recent times to ideas that challenge the status quo, especially regarding inner-city after-hours cultural events.

...Which begs the questions: has someone been knocked back by Council with this very idea, or is just based on the assumption of automatic refusal? Is this the work of someone simply complaining creatively about the dire situation (which is achievement enough), or someone actively doing something about it?

It's hard to do anything out of the ordinary in this town because the local councils wouldn't dare do anything that might upset local rate payers and disrupt their normal routine.
